needs of the large and increasing population that has come

into existence in that quarter in connection with Messrs.

Butterfield and Swire's Sugar Refinery and Dock-yard.

The work done under the Women and

Girls Protection Ordinance during 1905 calls for little

comment. The amendments to the Ordinance referred to in

the third paragraph of my Despatch last year were embodied

in Ordinance No. 6 of 1905, which was fully reported on in

my Despatch No. 233 of the 30th. September last.

It was found necessary owing to

some cases of insubordination in the Fo Leung Kuk to make

regulations for this Institution and for two other places

of refuge giving the Matron and the Committee of the

former and the Managers of the latter powers of control

and punishment over the inmates. I have visited the Po

Leung Kuk, the Italian Convent and Miss Eyre's refuge in

the course of the year and I am satisfied they are well

conducted Institutions. It will be seen in Appendix 'A'

to the Report that arrangements have been made to relieve

the monotony of the confinement to which girls are subject-

-ed in the Fo Leung Kuk, notably by the provision of a

ground for exercise and recreation.
